Standard Conditions of Automotive Power Battery Industry (2017)
1. General principles
(1) In order to implement the "Notice of the State Council on Printing and Distributing the Development Plan for the Energy-Saving and New Energy Automobile Industry (2012-2020)" (Guo Fa [2012] No. 22), according to the "General Office of the State Council on Accelerating the Promotion and Application of New Energy Automobiles" "Guiding Opinions" (Guobanfa [2014] No. 35) requires to guide and regulate the healthy development of the automotive power battery industry, and to formulate the conditions for this specification.
(2) The state supports automobile power battery enterprises to become better and stronger. Based on enterprise production and product application safety, guide enterprises to establish product production specifications and quality assurance systems, encourage technological and management innovation, improve product research and development and manufacturing levels, and improve Product performance and quality meet the needs of the development of the new energy automobile industry.
(3) The state implements announcement management for automotive power battery companies that meet the conditions of this specification, and companies apply on a voluntary basis.
(4) The conditions of this specification are applicable to power battery manufacturers that produce in the territory of the People's Republic of China (excluding Taiwan, Hong Kong, and Macao) and are used as supporting vehicles.
The power battery referred to in the conditions of this specification refers to a device configured and used on a car that can store electric energy and be recharged, and provide energy for driving the car, including lithium-ion power batteries, metal hydride nickel power batteries and supercapacitors, etc. , excluding lead-acid batteries.
The power battery production enterprises referred to in the specification conditions include power battery monomer production enterprises (hereinafter referred to as single enterprises) and power battery system production enterprises (hereinafter referred to as system enterprises).
2. Basic requirements of enterprises
(5) Established in accordance with national laws and regulations, conform to the requirements of the automobile industry development policy, have independent legal person qualifications, and have obtained a business license for an enterprise legal person issued by the administrative department for industry and commerce.
(6) Comply with national laws and regulations on safety production, environmental protection, energy conservation, fire protection, etc., have established a safety production, environmental protection plan mechanism and energy conservation management system, and pass environmental management, occupational health, safety production, etc. Evaluation or certification, and a complete fire safety monitoring and disposal system.
(7) It has the legal land use right of the production site, and the production land area and factory building should be compatible with the product variety and scale produced by the enterprise.
(8) The annual production capacity of lithium-ion power battery monomer enterprises is not less than 8 billion watt-hours, the annual production capacity of metal hydride nickel power battery monomer enterprises is not less than 100 million watt-hours, and the annual production capacity of super capacitor monomer enterprises is not less than 100 million watt-hours. Less than 10 million watt hours. The annual production capacity of system enterprises shall not be less than 80,000 sets or 4 billion watt-hours. The annual production capacity of various types of power battery monomer enterprises and system enterprises must meet the above requirements respectively.
(9) Enterprises should formulate enterprise standards not lower than national or industry standards in terms of safety, consistency, and cycle life of power battery products, and implement them.
(10) There have been no major safety accidents in production, operation and product application in the enterprise in the past two years.
3. Production Condition Requirements
(11) The enterprise should have production equipment, facilities and ownership that are compatible with the variety and scale of the products it produces.
Individual enterprises should have production equipment and facilities for electrode preparation, cell assembly, chemical formation and other processes, as well as a production environment monitoring system and corresponding equipment and facilities for real-time monitoring of the temperature, humidity, and cleanliness of the production workshop.
System enterprises should have power battery system assembly lines suitable for mass production.
(12) Individual enterprises should have at least automated production capabilities and online testing capabilities for key processes such as electrode preparation, lamination/winding, assembly, liquid injection, formation/volume separation.
System enterprises should have less automated production and online testing capabilities for key processes such as battery or module testing, welding or connection, assembly, and offline testing.
(13) Enterprises should have a standardized process flow, and establish a complete monitoring system from raw materials, semi-finished products, production process process parameters, and product delivery, and have the ability to ensure product consistency such as process precision control.
(14) Enterprises should monitor and control the discharge of waste water and waste gas generated in the production process, and supervise and manage the disposal and recycling of waste materials. All kinds of emissions should comply with national and industry standards and relevant laws and regulations such as GB30484 "Battery Industry Pollutant Discharge Standard".
